為延續原博士創新之星計畫（LEAP）培育創新創業人才的精神，國家科學及技術委員會（國科會）推動「產業創新人才海外培訓計畫」（X Talent）。由國家實驗研究院科技政策研究與資訊中心負責執行，旨在響應政府重點產業發展政策，並配合國家科技前瞻布局。X Talent計畫選送具潛力的產學創新種子人才前往海外研習，汲取先進技術知識、創新商業模式及國際布局策略。希望受培育的種子人才能將所學應用於國內產業，協助產業轉型升級，發展技術優勢與創新能力，進而強化我國在全球科技與產業布局中的競爭地位。

To continue the spirit of the “LEAP Program” in nurturing innovative entrepreneurial talent, the National Science and Technology Council (NSTC) is promoting the "X Talent Program" for Industry Innovation. This program is executed by the Science and Technology Policy Research and Information Center of the National Applied Research Laboratories. The X Talent program aligns with the government's key industrial development policies and complements the national technology foresight strategy. It aims to select promising seed talents from academia and industry to study abroad, where they can acquire advanced technical knowledge, innovative business models, and international strategic insights. The goal is for these nurtured talents to apply what they learn to domestic industries, assisting in their transformation and upgrading, developing technological advantages and innovative capabilities, and ultimately strengthening our country's competitive position in the global technology and industrial landscape.

擁有國防醫學院生命科學博士學位的徐祥恩，學的是生物醫學，當初會參加計畫，是因為他跨界到精準醫學領域，專注於能運用在癌症標靶鑑定的質譜儀分析。

相較歐美市場，台灣資訊服務產業的研發節奏較慢，追求上進與自我成長的資訊工程博士巫孟倫，為自己設定高於國內產業人才需求的目標。透過「LEAP博士創新之星」計畫，出國研習，進入全球最大的內容推薦平台Taboola，磨練自己獨當一面的能力。

「透過輪調至5個不同的部門及團隊，不僅看到公司從上游製造到下游應用的營運全樣貌，也從中累積跟不同部門、主管與同事的溝通經驗，可以透過溝通，有效串聯不同的團隊，一起協同工作。」陳怡臻強調。
